If you're working with a good (proper) interface developer/engineer and not just an app dev then you could probably trust them to interpret your visual designs accurately for the look and feel.. a good interface dev will have an interest in design and be willing to work with you to make it all work. the functionality will come from the wireframes, flow diagrams, and conversations.
When we work on a large project we usually have a team that includes a visual designer, interaction designer/ia, app dev, and interface dev. They would all work together from the beginning and develop a cohesive vision of the final product.
