Hello Jack, I totally agree with you. If the student's design had followed the user centered design methodology or the process that the course expected out of her, she should be granted her degree.
Getting funding for the website, and actually developing a functional site are peripherral issues to a core designer. Making this a mandate could infact distract the student(s) from the very purspose of applying for this course. Students will be vary of opting for the degree in the future.
