Again, this can be done through integration with the posting process. If more than 50% of the post content is in all caps, stop and make them rewrite (and at the same time, show the user matching similar posts to divert them). There are undoubtedly other patterns that are associated with "noise" - but the burden should be on the technology, not the user.
