I am not familiar with Axure so am not sure if this answers your question or not. You can make Visio clickable for some interactivity.
In your Visio file, select the button/shape Select Insert -> Hyperlinks Either enter a URL or filename under Address or Under Sub-Address, browse for the page (tab) to link You can publish as a web page and the links are clickable. Although this can give you a small graphic for each page. (I deselect all the publishing options and create GIFs). I also found this article on for the clickable PDF.
