No disrespect Brett but, to test my assumption I asked a colleague to
go to the URL direct and the first thing they did was mouse over the
image, the popup tooltips were instant and it was patently obvious to
me that this was an active (navigation) area. 

That is not to say that the site has navigation and Flash-execution
flaws but to suggest the central image has no perceived affordance or
at least invites a click action doesn't seem fair, IMHO.
