IMO, the folks designing for starfall.com and pbskids.com are just about nailing it, when it comes to designing for the little ones.
My opinion is backed up by my 3 year old son. He enjoys interacting with both sites and is learning lots of new things, just by playing with them. Learn and play go hand in hand, especially with kids. Of course, the physical interface is limited to screen, keyboard and mouse... I wonder if there might be something a bit MORE physical that could be used (thinking of the new leapfrog toys that get kids moving more... wii... iphone 3g), but shying away because of hardware distribution concerns... That's the beauty of using websites as the medium... hardware is hardly a concern anymore... everyone knows how to use a mouse and a keyboard and lots of people have them. :) I'll be interested in following your project!
