Perhaps, but then I'd have to run reports by person instead of project, which probably wouldn't give me what I want. But I'll give that a try and see what happens.

For rates, can't you just assign a default rate to each person and leave the hourly rate blank for the tasks? (Assuming all tasks are billed at the same person-rate.)
