Going into Gmail Contacts, I click on "My Contacts" and find this:

We add people you've emailed to Suggested Contacts. You can move contacts from Suggested Contacts into My Contacts at any time. Automatically move suggested contacts into My Contacts if I frequently email them.</snip> Not sure if that option will fix it, but it's been checked for me and I'm going to uncheck it in an attempt to remedy this.
