There are plenty of spreadsheet like applications online these days like
Google Spread-sheets
but I'm assuming you would like to do more with data once online.

One very popular and usable tool for non-programmers and programmers alike
would be Zoho Creator <http://creator.zoho.com/> http://creator.zoho.com/ .
It is more for he non-programmers
Once you paste an import your excel you can display that information on any
other websites or
 it lts you create a form to collect more data which again can be used on
other websites by using widgets Zoho provides.
