Exactly.
There are a million questions that we can ask to determine what these
figures are really saying.
Anything from shaping a spearhead  for hunting to creating an electric car
to engineering running shoes involves usability.
Usability can neither go up nor down because it's like the air we breath.
I'm not aware that I'm breathing air but it's still there. I don't even
think about. Every now and then I may complain about how 'muggy' the air
quality is by Lakeshore and Bay (Toronto), but that's the extent of my
interest in air. We need air to survive.
Usability is just one of those things that we consciously need to make an
effort to make others aware as well as ourselves.
Even now as I'm typing, I'm considering the ergonomic and fashion design of
the clothes I'm wearing, the keyboard I'm using, the industrial design of my
wireless mouse, the chair that I'm sitting in and the mug that's holding my
coffee, etc., (I could go on).
It's very important for all of us to be fully aware of the need for
usability.
Even though usability is my craft, I often take it for granted.
We have a World Usability Day for a reason- 'World' meaning everyone and
everything.
If anything, we need to push this field and consistently remind others of
the user experience and the consideration that should be taking into design.
Usability is ambient and atmospheric, and besides, it pays the bills.

Does that mean that fewer people are interested in usability, or that
