Personally, I think you're probably asking the wrong question.
I'd like to know more about where this question is coming from. What problem are you trying to solve? What have you tried before and what challenges are you trying to overcome?
Jared, I guess you are right. As usual :-)

The problem to solve is to understand the pieces that go into (or that should ideally be taken into account) making usability part of the whole development process at my company, and to arrange them in some way so as to gain insight for a medium and long term strategy.

Pieces could be...
- Techniques, like user testing, HE and card sorting
- Resources to support usability (software, hardware, lab)
- Technology constraints (databases, programming language)
- Steps in the process, like definition, req gathering, analysis, design, programming, QA, etc
- Time constraints, like development schedules, time to market...
- People (roles)
- Prototyping, fidelity...
- Disciplines - IA, IxD,
- And the list goes on...
