Taking on your original problem, what is wrong w/ National Institute of Design (NID) in India. They have industrial design and from what I've heard from others here some serious interest in IxD? I'm sure there might be some visa issues you are alluding to that makes Dubai better, but Dubai has no manufacturing and is a pure trade center than trade exporter (except for oil), so I would not look there for design of any sort, other than the amazing architects they import for their massive city planning developments.
