Another thing that's not being considered here is that prototyping happens with or without an Interaction Designer. There are Product Managers, Business Analysts, Visual Designers, Usability Engineers, etc that are prototyping and doing it very effectively without writing a single line of HTML.

In fact, I've got a number of case studies in my book that will show huge ROI with prototypes that do not meet the classification Andrea is putting on "what constitutes a prototype."
