That's a good point - and we are equally as cautious about rating
systems as you are.

There are a couple of approaches which can make this a bit better -
e.g. Stackoverflow.com requires you to have a certain status
(measured by past activity) to be able to rate. This puts at least a
filter to completely random ratings.

Other approaches include designs which use sliderbars instead of
static 1-5 or up/down ratings.

To be frank - We don't know what the answer is here. But we are
willing to try, learn, iterate and improve. :) I believe we do need a
system which allows good ideas to bubble up - otherwise you end up
with an ocean of noise where it's hard to spot the raw diamonds.
