You may want to look into SharePoint. In my (albeit limited) experience with it, they've really got every base covered.
Not saying the UI is all that great, because there's many, many areas for improvement. But when you see all the features and functionality they have packed in, you may be able to pick and choose what you need from their best ideas and improve the implementation.
