I think though that while luxuries are indeed extras the concept of
luxury changes over time and within cultural contexts.

Luxury?
bike? I can walk or use public transit, no?
car? I can use a bike or public transite, no?
phone? There was a time when it didn't exist and many places where
they still don't
Mobile phone? heck, in many parts of the world there are more mobile
only households than land-lines
tv?

I think you see my point.

So for some design is indeed a luxury, but for others it is a core
part of their offering.

And I just have to say this b/c it kills me every time. Just b/c the
result will always lead to "a design" doesn't mean that it "was
designed". Engineer & design are not the same thing as far as verbs
go. And just b/c you can use Photoshop or Fireworks or code CSS
doesn't mean you are designing the UI.
