I think it depends on the culture of your organization.. but I would say most IT organizations by now have realized the importance of process and how much can cost you if you don't have a process which includes sufficient design time. I work mostly on federal government projects and it is required that any contractor have a certain level of capability (usually CMMI, ITIL, etc) and design is part of any well-known methodology
