I think it is worth looking menu found in www.calderdale.ac.uk. Which uses mega drop down with background images. I think mega drop down could be used to showcase the user groups and give good visual appeal and representation of its target users. And get more breathing space for the site layout as well. From the usability point of view, it appeals the user better than the text menu. What you guys think? I may be wrong....
