Actually busienssWeek recently posted a list of the top 30  design
thinking programs. Some are business schools teaching design thinking
and some are design schools teaching business.

SCAD was one of the schools listed. In my IDUS department here we
offer a Masters program in Design Management. This is not a program
in how to design the studio, but rather a program in how to manage
business as a designer (or a designerly thinker).  Per Mr. Merholz
rant on HBR about how Design Thinking is not enough, our program
teaches business and design and social sciences.

The k-12 scenario though is one I would not give up on so fast. There
is no reason why abductive thinking techniques and visual thinking and
assorted early craft skills should not be included in earlier
education programs. there are actually magnate schools that do
consider design around the country. Here in Savannah we have a math,
technology & design elementary school and I met some great and
passionate HS students at the DASH high school in Miami's Design
District this past month.
