Hi, As I know Shanghai and Beijing are more active in UX stuff in China.Such as TANG (http://www.tangeducation.com/index.html) in Shanghai and the UPAChina also in Shanghai.
As I know there is a growing number of the internet company build up there own UX department.Such as Tencent(the QQ company),163.com and so on. TANG get the projects from the company who want to set up their own UX department.They will educate them how to do. Hope It gets help. Welcome.
