Depending on your budget (and how often you need to do this), I have found
that Pelican Cases work quite well:

Pick the size you need, adjust the foam to your liking, pack, lock, ship.
Done.

Amazon stocks some sizes.

Another option is to contact a computer integrator in the area; they may be
happy to give you the bulk drive shipping materials they get their OEM
drives in.
