head down to wherever you buy your WD drives... they'll have boxes suitable for shipping 20 drives safely.
They're cheap and plentiful. last time I sent a load of drives to WD, they shipped the returns in one, even though it only totaled six disks. They are a dime a dozen amongst people who sell WD "bare drives" - whenever I buy more than 5 at once from a reputable vendor, either I get a whole carton or some portion thereof, so they are thick on the ground. Hell, I've got a spare, so if you wanna come by the hacker dojo here in mountain view, I'll give you one and some esd baggies. The other thing I've done, when I couldn't find the proper cartons, is that I've gotten a bunch of retail boxes and loaded the drives in those, then put all the retail boxes in a larger cardboard box, properly filled the voids, taped it up and shipped it. Of course, that results in a rather larger box (and usually higher shipping) but it works in a pinch. I imagine someone at the WD returns desk got a chuckle out of the 20 hitachi and seagate retail boxes full of dead WD disks, but they never gave me a hard time about it (and they always ship the replacement drives back in much nicer cartons.)
