Even apart from the privacy issues, which are large, the SSN is not unique, 
even 
combined with a full name IIRC, and is undesirable in many ways from a database 
perspective.

The literature on this is out there, but I can't find my favorite one just now. 
  All the top hits on Google just refer to each other, or mention this as a 
fact 
without supporting evidence.  But 
http://www.ssa.gov/policy/docs/ssb/v69n2/v69n2p55.html has a nice story about 
the SSN on a sample card that went out in wallets, and 5,755 people, at the 
peak, were submitting earnings reports using it.
