I think you need to limit which "cloud" you are talking about:

IaaS: Amazon EC2, Rackspace Cloud.
PaaS: Google App Engine, Heroku
SaaS: MailChimp, Google Apps

Deciding to use a service is a decision that your organization doesn't have the 
resources or expertise to manage a particular issue.

Of course, this is also a decision to trust the service provider that they know 
how to manage said service. That doesn't mean there won't be outages, it means 
the provider will handle the outages responsibly.

I don't know what Reddit's issues are, but there are plenty of services built 
on EC2 that work just fine. If EC2 is so unreliable, why are they still using 
it?

I'd recommend you take a look at Heroku's [1] and AWS's Post Mortems [2].
