They arrive bolted to a pallet with copious wrapping. Seeing as they cost ~1200, if this costs too much we'll just a new one.

We've had racks shipped fully loaded and empty. If you are shipping fully loaded, you simply must get it attached to a pallet. The best is to put it in a crate made of plywood. The best of those one side folds down the hasps and twist locks like you might find on a chest and that side of the crate turns into a ramp and the top pulls off with either more clamps or bolts so that the rack can be unbolted from the pallet and rolled down the ramp without a tremendous amount of difficulty (this requires careful thought from the packaging organization, and many do this)

An empty rack usually only requires a pallet, though rapping the top with bubble wrap would be ok. THe way that a major APC shipper located in Jonestown, PA does this is put it on a pallet, put cardboard 'corners' on the 4 top corners and sides of the rack and wrap it in shrink wrap. About 4 years ago we had a bunch that were damaged after this (usually by forklift), but since then it seems to have gotten somewhat better.
