We've had racks shipped fully loaded and empty.
I know the OP said empty, but just for posterity: A full cabinet may or may not
survive without internal damage, depending on how the internal components are
mounted. I've seen some awfully twisted results when the whole thing was
dropped off a truck or whatever they claim never happened, and no damage visible
from the outside.
