Hi Mike, We use Quest (now known as "CenturyLink") for our ISP. They do utilize Verizon copper/fiber as the physical layer medium for our WAN link (100Mbps metro-eth.) The problem is that most of the traditional physical facilities were installed by Bell Atlantic or Verizon, and there's no more (non-expensive) right-of-way / installs to be had. So the ILECs are stuck with leasing VZ phy media. We do have Comcast Business cable internet as well, but it's your typical asymmetric cable to an ISP, not a point-to-point (which it sounds like you are looking for.) It is on completely separate phy media, of course (cable) and it does not go down when VZ's lines crap out (which has happened two times this year already.) So we do utilize it as a backup WAN link. Maybe this would work for you with a site-to-site VPN technology? We don't have a formal project for this, I'm just poking around to see what else is out there. From a few brief exchanges with other professionals, it seems the other providers are just leasing Verizon infrastructure, and we are looking to make sure that our backup (or perhaps even primary) connections are NOT on Verizon in any way.
