Neither.  It's much more like the mice from Douglas Adams.

Nobody really notices when things are going as good.  Mice stay
out of the way, hidden in the background.  Nobody knows what they really do or 
why.

When things break, you can be sure who will get (some of) the blame.  Like the 
mice
someone is going to find something left behind that indicates the mice/sysadmin 
was
there and could be blamed even if not the real cause.

Nobody really wants to recognize the work being done by the sysadmin.  Much 
like 
not believing the mice commissioned the construction of this reality.  Also when
miracles are needed, it's the mice that caused things to be brought back.  Not 
the
dogs or the cats.
