I use LazyMeter (http://www.lazymeter.com/). I think it's pretty much a
perfect implementation of The Cycle. It doesn't say "Cycle" anywhere,
but I swear it's like they went to Tom's class at LISA and then
implemented a web app for it.  It's web-based, there's no native iOS or
Android app *yet*, but they have a mobile web UI that's really good. No
ticket system integration.
 
Slightly unrelated, I started using Trello (https://trello.com/) for
project management and it's pretty sweet.
 
Both LazyMeter and Trello are currently free.
