Ok, now I get it.

You were thinking server. I was talking client app.
There is such a thing a .net and a Java application. Think thick clients. For .net apps, you can only install them on MS Windows machine, while a Java apps can be installed anywhere the full JVM (graphical) can be run. DBeaver and the Apache Directory Studio are good examples of "thick" Java apps.
