I'll second the notion of Callcentric, at least from my home experience.
The price/feature ratio is really good, IMHO.

I've even made the leap recently and put my mother-in-law onto a
Callcentric account, ditching her traditional POTS line.  Over the last 5
years, Callcentric has been vastly more reliable for me than Verizon has
been for her.
