If you have been using the Google provided GV app, that is probably the
root of your issues.
I have been using a wonderful app called "Talkatone" for some time now on
iOS and Android. It does use Google Voice as the back bone, which I know
you said you were trying to avoid. Please note that to use Talkatone you do
not need to have the google voice app installed (delete it actually) you
just need a properly configured GV account which is easy to do in your
computer browser once, then you dont have to login to that again. Note that
it seems to be more stable on iOS from my experience, but your mileage may
very. I make most of my calls with this now, which is not many calls, but
it's been incredibly stable and reliable.
I pay the 99 cent fee to allow me to have multiple GV numbers/accounts in
Talkatone at the same time, which also removes ads, totally worth it.
I can make/receive calls and send/recieve messages on any of 3 numbers. I
use Talkatone mostly for text messaging and this works great. Calls and
messages will automatically route over Wifi or LTE, which ever is available.
Talkatone is properly optimized for tablet screen size and phone screen
sizes, whichever you find yourself on, it works and looks great.
For a one time $20 porting fee, you can even port your mobile number to GV
if you have a US based mobile number and use it in Talkatone exclusively.

I've also heard good things about an app named Viber, but have never used
it.
