I've been experimenting with asterisk and SIP trunks from callcentric. You can also get reduced feature asterisk installs for free from pbxes.com, also have a paid tier.

It doesn't matter if I'm receiving inbound or making outbound calls, with GV app or GV callback, or if I'm even using any android device. (Inbound calls that I answer on landline, same problem.)
