Windows 7 has a built-in tool for this.  Search the start menu for "Backup
and Restore", then click on "Create a system image".  You'll need an
external drive or some other location to save the image (You don't want to
use the new drive for this).  Note that you should shut down all
non-essential programs as the image will contain only the data on the
computer when the process was started.

Once that's done, shut down, swap to the new drive, and boot off a Windows
7 DVD or USB.  You can restore the image to the new drive from there.

To expand the drive when you're done, go into Disk Management, right click
on the drive and expand it.
