Another +1 for clonezilla.  The interface is clunky, and I was forced
to plugin a usb mouse/keyboard on a laptop I did recently, but it did
the job without problems.

There's also the builtin Windows tools which can work, and probably
will for this case since you're moving up in size.  Moving down in
size (big disk to smaller SSD in my case) ended up not working with
useless error messages.
