Corollary to that: What does having a *non*-virtual chapter buy you?
Seems to me like the main thing is geographical proximity: You can have
in-person meetings, you can talk about topics that are specific to your
region, things like that. Off the top of my head, you could do virtual
versions of all of those things without needing a chapter. As others have
suggested, you need an organizer (or many organizers); I don't know that
you need an organization.
