Derek, I don't have a lot of time but I wanted to at least write a short reply.
You can't have it both ways. People won't join just to see videos of people; especially since the person will probably be giving the same talk at a conference and then the video will be online for free. Participating in the Q&A could be a members-only thing. Or live viewing could be members only; the static video can be available a week later. (or maybe it would be a member-only thing to have access to the video archive?) If I recall correctly, Hangouts On Air can't be members only... they have to be public. I could be wrong here.
