Once a year is quite reasonable. Actually, you did this for a very long
time, but then it went bonkers (and was sending out reminders to people
that had just renewed, among other fun things). You might want to
consider once a year near the anniversary date for people who've signed
up on the web site, or the date they first joined the mailing list.
Is it possible to just sign up on the mailing list without making an
account on the web site? I've always expected that the two were not
related, but I could be wrong. I've been wrong before.
