I am a member of a Search and Rescue organization and like all
emergency workers am required to keep several certifications up to date
(CPR, First Aid, ICS 100, Search techniques, Helicopter safety, etc).
All of these require some training (some in class, some online) and
they all require a simple written test.  In many cases the test is just
to verify you read the material while in other cases you have to
demonstrate a basic level of competency.  

I see an ethics certification being the same way as ICS100
(http://emilms.fema.gov/IS100b/index.htm), where the student goes
through an online presentation and then gets a certification after
answering some test questions.  This does not guarantee that you are
ethical, but it does require you to at least consider and think a bit
about ethics.
