The big issue with state (or State) choice is governing laws. My entity can't do business with data centers in Texas or California because their state laws conflict with our state laws in some way that makes our in-house counsel twitchy. No, I can't elaborate, it just came as an edict.

Both for personal use, and for my work, the next state north of us has good data centers that don't make us twitchy. When you live on a peninsula that screams "HIT ME!" to every passing hurricane, it's nice to have your DR site 5 hours inland, and 900 feet higher. >8^)
