It is mostly a matter of bandwidth, expertise is not that important here. If you think you can spare some time in the ODL community, first updating the code to recent release (e.g. sodium), and second adding some features and fixing some bugs at your discretion, I would really encourage you to do so. When you are decided, please send a mail to the ODL TSC mail list ([email protected]) describing your plans for the project and asking how to proceed. AFAIR there is no established process to revive a project in OpenDaylight but the TSC should be able to come up with one.
