I know Flamish government uses webservices in its taxing policy - farmers edit their own plots and crop areas online. The project is called geGIS.
The website is www.gegis.org.
The particular application in agriculture has been presented by Lieven Raes from Flamish government during CASCADOSS International Informaiton Workshop in Warsaw last year. You will find this presentation here:

Pages 16 and 34 describe the "Parcel registration for farmers" geGIS client.
