I was looking such regulations for Germany. What I found is:
http://www.cio.bund.de/SharedDocs/Publikationen/DE/Bundesbeauftragte-fuer-Informationstechnik/konzept_it_steuerung_bund_download.pdf?__blob=publicationFile
There for the strategy of the federal government supports the usage of
open source and open standards.
I think because of the federal structure we have in Germany, common
regulations are not possible.

I am looking for some help with a few key statistics to use in my
opening presentation at FOSS4G
Does any one have some info on
1. the number of EU countries that have IT procurement policies which
encourage or mandate the use of open source?
2. which countries have based their INSPIRE activities on open source
geo (I suspect most but would like confirmation)
Thanks for any help you can give me
See you in Mappingham tomorrow
