I fully agree Anne, that it is always important to recognize other contributions than just code. As I explained in my recent FOSS4G-Europe keynote (and this was surprising to a lot of people they told me), the current OSGeo President fits exactly into those 'other contributions than code' realm. In fact I'd argue that there is no 'community' at all for a project without those contributions - documenting, testing, answering questions, asking questions, translating, packaging, giving workshops...in general, 'educating' the others about the project. Very very important! :) So yes, no shift needed really anymore, OSGeo appreciates all and any contributions :)

I'd like to nominate Ionuț Iosifescu[1] for charter membership in
OSGeo. Ionuț is a senior researcher at the Institute of Cartography
and Geoinformation at ETH Zurich - Switzerland and an active advocate
of FOSS4G for many years. He contributed to projects like QGIS and
QGIS MapServer. I would also like to remember that he did some
important scientific contributions in the field of Cartographic Web
Services [2] and FOSS4G promotion for education and research by
setting up the Open Source Geospatial Laboratory at ETH Zurich[3]
(part of ICA-OSGeo network).
