My little experience is that of organising the conference at University in such a way to reduce costs and add coffee breaks and lunches and gadgets depending on the registrations and sponsors. In my case the registration was 100 euro regular and the half for students. And at the end we had everything. It was not probably a first class conference referring to the venue but the main point was to meeting the other people of the community. And this was a success. Good luck!
