i can rename the video, and it renames successfully in pending state, as a
Reviewer. i can give it a new short name, and a new title
in published state, it lets me give it a new short name, but not a new
title. however when i click the rename button it gives me this error:

so.... i don't think this is what we wanted. we wanted that action removed
when a video is in published or pending state.
