try

#su zope -c './bin/paster serve development.ini'

or

#su zope -c './bin/supervisorctl start uwsgi'

to make sure the paster server (or uwsgi) are started as zope

on site.cfg the following two lines set the user that runs Plumi

# effective user for zope and zeo processes
zeo-user = zope
zope-user = zope

as the instruction suggest,

If you decided not to change the default user for zope, zeo and transcode in
site.cfg make sure that it exists in your system. If not, add it:

   sudo useradd zope

so the user zope must exist in this case, otherwise you have to change the
user and rerun buildout (./bin/buildout -vN).

When you start plumi as root, if these users exist, it handles
automatically the chown for files and starts the services as per user
specified (so that you're not obliged to run plumi as root)
