For my two cents...  I actually like the idea of formalizing this in the
by-laws.  An important aspect of meetings and minutes are that they:

   1. Serve to keep all members, and not just those that can attend every
   meeting, connected with the day to day business of the organization
   2. Creating a permanent record of group discussions and resolutions.

Per point #2, reviewing the minutes from previous meetings and ensuring
that the group approves of their accuracy is an important control to ensure
that what gets recorded into our historical record is right.  It is also an
important way to ensure that things stay on our radar and that tasks are
acted upon.

This is standard practice for every other board I sit on.  Almost every
agenda starts with 1: Approve agenda; 2: Approve minutes from previous
meeting.
