That should work. 
It might look hung but maybe there's just no errors!

I'd suggest using the --d_moodlogic argument to see what is
happening....

How do you run it manually?  I assumed it would be a case of stopping

I might be wrong...I never run as a service.
try running manually, if it fails to show up with a service and that
will 
answer
that question :)
