I'm not that up on linux tools for tagging, but vorbiscomment is the generic app for writing the tags (http://www.die.net/doc/linux/man/man1/vorbiscomment.1.html). If you're good with sed & awk that might be enough, otherwise one of these tools should be helpful : http://www.linuxlinks.com/Software/Multimedia/MP3/Tools/ID3_Tags/. Cantus (http://www.debain.org/?session=&site=2&project=3&cat=3) also looks promising.
